Presentacion en Sarjah (Emiratos Arabes Unidos)- Presentation in Sharjah (United Arab Emirates)

En el año 2003, participa junto a su colega y amigo Maged Abu Rahma, de un congreso de arquitectura y Urbanismo en Sharjan (Emiratos Arabes Unidos). En dicho evento presenta su ponencia "Defensive planning" (planeamiento defensivo) que cuenta la experiencia de planeamiento y ordenamiento territorial en los territorios palestinos en los que se analizan distintos enfoques y modelos para satisfacer las necesidades especificos de ciudades y pueblos que viven permanentemente en el limite de la emergencia. La nocion de defensa tiene que ver en este texto con la promocion de derechos humanos universales, permanentemente vulnerados en Palestina, por cuestiones geo-estrategias ajenas a los mandatos y poderes de la Autoridad Palestina. Tambien se repasan algunos conceptos que el gobierno viene impulsando, tales como el poblamiento de determinadas areas fronterizas, como medio de decentralizacion y descongestion de centros urbanos y ocupacion efectiva del territorio. Este año (2015) a partir de la demanda de distintos proyectos, se esta realizando una revision y actualizacion de este material, para aportar a la busqueda de soluciones integrales a los problemas socio-territoriales que enfrenta Palestina actualmente, empeorados notablemente desde la epoca en que se escribiese el paper. 

In the year 2003, he participated, together with his friend and colleage Maged Abu Rahma, of an Architecture and Urbanism congress in Sharjah (United Arab Emirates). In this event, they presents their paper "Defensive planning" analyzing the palestinian experience of territorial planning and regulatory framework development, considering different approaches and models to satisfy social needs of cities and towns living near the emergency. The idea of "defence" is related in this text with the idea of promoting universal human rights, always affected in Palestine because of geo-strategical factors, beyond the mandate and powers of the palestinian Authority. Also. it is considered some planning approaches that local governments are implementing, such as settling populations in frontier areas, as a way forward to decentralize and decongest cities without infrastructure and efective occupation of territories. This year (2015) because of the request of different on going projects, it has been carried out a review and updating of this material, among others, to contribute to the search for integrative solutions to the socio-territorial problems faced by Palestine, currently significatively much worse since the time that the paper was written.
